What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to view and buy upgrades.
Boosters
There are many enhancements that can be obtained with an upgrader. These can include a variety of stats, in addition to many additional bonuses. The bonus will be randomly chosen from the following: the chance to acquire a weapon with an increased damage range or an improved reload speed, or the chance to obtain an improved defense roll.
The amount of upgrades you make will determine the amount of extras you will receive. Each upgrade boosts the corresponding extras by an increment of 1 up to a maximum value of 3. In addition, each upgrade will also boost the main stat by 1.
In addition to the stat increases, some upgrades will also give a random secondary boost. These boosts can be important and should be considered when deciding on which items to upgrade. Certain boosts can only be used in certain designs (such a Whistan's Shield for FB Sorcs) While others are valuable to collectors.
Some items have an inherent boo that is less useful when upgraded, like the Goldwrap which gives additional slots for potion. They are usually upgraded to inject more value into a perfect or near-perfect item.
Costs
There are a few expenses that are associated with upgrades to items. The first is the cost of performing the upgrade. This price is contingent on the new level of the item and the amount of perks it gains and can be costly. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The other is the cost of the items needed to upgrade. These items are usually Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists Of Pandaria or Warlords Of Draenor Quests. The amount of these items required can be seen in the inventory of an upgrade vendor.
It takes time to upgrade an
item upgrader kit. It can take 8 hours depending on the size of the upgrade. The upgraded item's base stats are calculated using the new ilvl of the item, perks, and other properties. This calculation determines the new Armor Class bonus, damage dice, as well as other important stats. In some instances the upgrade will provide additional benefits that can be chosen from a variety of perks.
In rare cases, the upgrade will replace only the most expensive perks. Sometimes, the upgrader will make other modifications to an item, such as changing its weapon damage type or adding or removing an unwieldy or operative property. You can also add additional components to the upgrade to increase the chances of success. These materials are displayed in a window above the + button. There are a few limitations. The maximum amount of material you can add is displayed directly above the + button.
Another way to increase the chance of an upgrade succeeding is to use an item known as Blacksmith Blessing or an upgraded version of it. This item is beneficial when you own an
item upgrade of equipment that has reached the maximum level for its tier or is close to it. It allows you to upgrade that piece of equipment to the next level without worrying about it breaking.
If an upgrade fails it will be restored to its initial state. This is usually a break, but can also be a downgrade. It is a good idea to save upgrades for when you're close to the maximum capacity of an item, and to use it as an option last resort.
There are several items in the Kafra shop that can be used to increase the odds of an upgrade succeeding. You can increase the chances of success by enhancing your equipment repeatedly using HD Oridecon and HD Elunium. The chance of success will be enhanced if you boost the chance of getting a Double Mint by Shoe-Minting five times.
Failure Rate
