What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to view and buy upgrades.

It takes time to upgrade an item upgrader kit. It can take 8 hours depending on the size of the upgrade. The upgraded item's base stats are calculated using the new ilvl of the item, perks, and other properties. This calculation determines the new Armor Class bonus, damage dice, as well as other important stats. In some instances the upgrade will provide additional benefits that can be chosen from a variety of perks.

In rare cases, the upgrade will replace only the most expensive perks.
