World of Warcraft Item Upgrader
The item upgrader is a tool players can utilize to increase the effectiveness of armor and weapons. It requires a Power Dices and the items required to perform the upgrade.

Rerolling
Rerolling allows players to alter the stats of a weapon, ring or other armor. This is accomplished by pressing the green button and circular arrows that circle the
item upgrading. The new stats replace the existing ones, so you cannot have multiple upgrades for one item. Rerolling does not change perks.
Like enchantments and upgrade items, upgrade items can be consumed after being used to reroll an item. It is a cost of an amount of Valorstones and Crests to increase an
upgrade item's level. This cost increases as the item's level increases and is more expensive for high-level items.
While rerolling an item does not alter sockets, ED rolls or resistances, it can increase the damage of some stats. Upgrade items can be upgraded in the same as normal weapons. Their upgrade paths are based on of a base item’s stats. However these upgrades can be rerolled in order to produce more powerful results.
A sword, for instance it can be upgraded to a halberd by using an upgrader that increases the damage of certain stats. This can increase the speed of attack of the item as well as increase its damage even if it doesn't make use of physical attacks. However, the upgrade will not alter the damage base of a sword.
Upgrades to an item also alter the way it is upgraded, which reduces the chance of getting a bad affix roll. This is especially important for equipment that requires an excellent affix roll in order to win the game, like the rogue equipment.

There is a small upgrade for the re-rolling system called EZ Upgrader that can be purchased using 1 Angel Investors. The extension doesn't provide any benefits in-game but it does speed up the process of upgrading. It also adds an option in the Manager's Upgrades tab which shows you the cheapest Cash upgrade that you can buy.
Sets
Certain sets in the game have particular bonuses that are awarded when their components are upgraded. It can either be a +2 defense or +2 attack. These sets aren't restricted to a specific race or class, and can be used by all characters. There are some limitations to this, as all items in the set have to be the same kind of item (armor or weapon, or trinket).

Rerolling an item does not increase the chances of obtaining an BIS however it can reduce the amount of resources that you waste on upgrading.
